Technology Neutrality:
Technology Neutrality and Use of Clean Energy Investment Funds

The ICE Alliance is working to ensure technology neutrality as outlined in the International Energy Agency’s recent report, Energy Technology Perspectives 2008, particularly by advocating for the inclusion of this principle in the World Bank’s Clean Technology Fund (CTF). The Alliance believes that fund schemes, such as the CTF, can effectively curb greenhouse gas emissions generated in newly industrialized nations by bridging the cost gap between cleaner technologies and traditional, more polluting technologies.

The ICE Alliance will work to ensure that the criteria adopted in the CTF and other clean energy initiatives remain inclusive to the full range of clean energy options. A strict policy of technology neutrality augments the range of projects with the greatest reduction in greenhouse gas emissions relative to project cost and, hence, the potential for achieving significant abatement outcomes.
